This fall, the house a Barrow County resale seller competes against comes with its own interest rate. On certain new homes in Georgia, D.R. Horton is advertising an FHA loan that starts at 3.50% in year one, steps to 4.50% in year two, and settles at a 5.50% note rate for years three through 30. Freddie Mac's survey put the national 30-year fixed average at 7.40% the week of October 8, 2026.
A buyer touring a resale home in Winder on a Saturday morning and a model home in Statham that afternoon is comparing two monthly payments. The listing price only feeds into one of them. That shift explains most of what the fall numbers show, and the rules that let a builder do this are written for any seller.
The D.R. Horton offer is specific. The builder supplies $7,618.32 in incentive funds to cover the temporary buydown. The borrower is required to pay a 0.375% discount point, which the terms say can be covered by the seller's financing incentive and shown as a seller cost, and puts 3.5% down. The contract has to be signed on or after October 9, 2026, and the loan has to close by November 30, 2026. The same incentive can go toward closing costs if the buyer skips the buydown, and the rate is also offered on VA and USDA loans. The builder's sample math uses a $359,510 sales price and shows a $2,652 monthly payment at the 5.50% note rate, with taxes, mortgage insurance, homeowners insurance and HOA included.
The rate offer runs alongside the company's Red Tag Event, which is listed for October 9 through November 1. Builders are cutting asking prices on top of the financing. Here is what the builder pages showed across Barrow County communities in mid-October:
| Community | Town | What the listings showed |
|---|---|---|
| Willowbrook | Winder | Homes from $332,050; 243 Bristol Boulevard reduced from $350,080 to $345,080 |
| Preserve at Dove Creek | Statham | Homes from $381,500; reductions from $418,400 to $398,400 and $411,800 to $395,800 |
| Braselton Village | Braselton | New phase from $404,990; reductions from $419,990 to $404,990 and $429,990 to $424,990 |
| Stonehaven by Fischer Homes | Winder | Homes from $459,990, with a quick move-in home and a linked rate promotion |
D.R. Horton says the rate applies to "certain" homes, and Fischer's community page doesn't list its promotion terms, so check each offer home by home. A pattern still shows up. On the sample $359,510 sale, the buydown money comes to about 2.1% of the price, and it changes the buyer's first-year payment more than a $5,000 price cut would. Builders are using both tools at once.
Freddie Mac's Primary Mortgage Market Survey put the 30-year fixed average at 7.40% as of October 8, 2026, up from 7.28% the week before and 6.30% a year earlier. That survey tracks conventional loans and the D.R. Horton offer is an FHA product, so the two numbers aren't a direct comparison. They still set the scene. Borrowing got about a point more expensive in a year, and builders can still offer a note rate well under the national average.
Barrow County's resale numbers move the way you'd expect when payments drive buying decisions. In August 2026, the Georgia Association of Realtors county report showed:
Buyers are still signing contracts. Pending sales rose. But inventory grew faster, so each listing waits longer for its buyer, and the buyer has more payments to compare.
Georgia MLS county figures show where pricing slips. In September 2026, Barrow County recorded 117 single-family sales at an average sold price of $408,077, up from 113 sales at $395,647 in September 2025.
The current snapshot on the same table tells a sharper story. Barrow's 557 active single-family listings carry an average asking price of $496,107. The 99 homes under contract had an average list price of $475,243. That's a gap of about $20,900 between what's sitting on the market and what's moving. Those are averages, and the mix of homes in each group differs. Still, the listings buyers pass over are priced higher than the ones they pick, while new homes nearby come with a rate attached.
Barrow's price figures don't all agree, and they shouldn't be blended. GAR reports medians, Georgia MLS reports averages, and the Barrow News-Journal's August market story cited a $380,000 median on 115 residential sales. Each source counts a different set of homes. Every one of them shows more inventory than a year ago.
Mortgage guidelines don't treat a builder differently from a homeowner. Both count as "interested parties," and the caps on what they can contribute toward a buyer's costs are published.
The D.R. Horton structure fits inside those limits: a 2-point starting reduction that rises 1 point a year, paid for with about 2.1% of the sample price. A resale seller and the buyer's lender can work with the same rules. In practice, the choice for a seller this fall is between cutting the price and putting money toward the buyer's payment, and the two changes look very different on a buyer's monthly budget.
This is general information, not legal or financial advice. Concession limits depend on the buyer's loan type, down payment and lender, so confirm your situation with a mortgage professional before you build an offer around them.
This isn't a one-season problem. The Barrow News-Journal reported in September that county commissioners approved the 345-acre Cypress development along Highway 211. The plan includes 512 detached homes and a proposed 550-unit apartment development, plus commercial space. The same paper covered a Manning Gin Road subdivision expansion that adds 78 acres and brings the plan to 99 homes on 168 acres. In October, it reported that Winder approved a 40-home subdivision on City Pond Road on a 23-acre tract, capped near two homes per acre.
Each approval means more builder inventory, and builders can finance their own rate offers. Resale sellers in Winder, Statham, Auburn and the Braselton side of the county will keep running into new-home payments for as long as rates stay near today's levels.
When does the D.R. Horton offer end? D.R. Horton lists its Red Tag Event as running October 9 through November 1. The rate offer requires a contract signed on or after October 9 and a closing by November 30, 2026.
Is 7.40% the rate a Barrow County buyer will actually get? No. It's Freddie Mac's national weekly average for 30-year fixed loans as of October 8, 2026. Each buyer's quote depends on the loan type, credit and the lender.
Why do Barrow County price reports show different numbers? GAR reports a median, Georgia MLS an average, and local news coverage may count a different category of homes. Each is accurate for what it measures. Compare a source with itself over time, not with another source.
